Qiwi was denied a personal wallet, where the commission is 3%, they said to apply under an agreement, where the commission is 5%.
The ideology of the service is tied to a minimum commission, the commission when connecting through payment gateways, at least known to me, is 6% (service commission + qiwi commission).
