How much older can the 1C server version be than the client?

The platform version is the server version? I have this version:

1) What is the most recent version of the client that I can install so that it does not conflict with the server? Let's say server version: 8.3.12.1595 and client version: 8.3.*(most_latest) are compatible, will they work correctly?
2) Where can I see the version of an already installed client?
3) I can’t find on the service: https://releases.1c.ru where the versions of thin clients are downloaded?

0) No - this is your client version (thin or thick). You can see the server version in the description of the service (in the path to the executable file).
1) The version of the client must match the server to the last character. In your case, both should be 8.3.12.1595
2) Menu "Help" / "About"
3) Here on the pages of specific versions you can download all the necessary files.

Well, I’ll add: there can be several installed Platforms / Servers 1c. Which of the servers is running can be specified in the running Services.
