There is no IT department at the enterprise at all, so far they have used outsourcers, which are now not satisfactory for a number of reasons. There is a task to find and invite an intelligent programmer who would support the configured / implemented something from outsourcers. Two girls were assigned to do this, who, at best, can reinstall the OS on their home laptop and connect the keyboard. What to look for when selecting candidates? What tricks are you talking about? Does it even make sense to engage in such a search blindly, or first form an IT department and puzzle its head with a personnel problem? I repeat: a person is urgently needed, outsourcers frankly stop the production process.

Conventionally, they are divided into simple (Professionals) - their presence is a small plus, a person is at least something of himself in this area, and complex (Specialist, Specialist-Consultant, Expert) - the presence of such a certificate already speaks of the good skills of the candidate.
Separately, I will single out the "Platform Specialist" - the most difficult certificate, it confirms that the candidate has a very good command of the 1c code and knows the principles of correctly building the architecture of the applied solution.
The second outstanding certificate "Technological Issues Expert" is also very strong, it confirms the candidate's knowledge in the field of interaction between 1c and SQL, optimization of highly loaded databases (500+ users).
If a person has, say, 6 professionals and 3 specialists, this is a good specialist.
The second experience - there are many 1s nicknames, few of them are good. Experience less than 1.5 years does not qualify. Experience in franchisee firms is desirable (partners 1c, the largest - the first bit and rarus), experience in supporting the database of a large organization (UPP 1.3, ERP 2.0 or 2.1), the ability to write a configuration from scratch, be able to update non-standard databases well.
But in general, a good 1s nickname can only be determined by an even better 1s nickname. Because you can write a lot of things in a resume, but if a person does not know how the information register differs from the accumulation register, such a specialist is worthless ...
1. Decide if you need a programmer or a system administrator.
2. Instead of a separate outsourcer, you can apply for 1C support to some outsourcing company in order to conclude a legal agreement on the provision of services.
3. Set a specific technical task for the outsourcer in order to understand what exactly stops the process - illiteracy, or the lack of a clear task.
Ask candidates for a certificate from 1C. I think this will be enough. According to the resume, look at how much work experience in 1C, what projects he did, what results he achieved. Well, by nature, look to make it easy to work with him.
