How much does google and apple charge from online store app developers?

I heard about the 30% commission. But I understand this when buying content in games? Do owners of cleaning applications (Qlean) also pay 30%? This should be included as a commission in services. Or for non-games their commissions?

1) Apple and Google take a commission when buying through their mechanisms. Those. this is either a purchase of the application itself, or a purchase of something inside the application through the Google / Apple payment system
2) Both Apple and Google allow you to sell real goods and services bypassing their payment systems - yes, through the same robokassa and analogues.
