Has OPERA been removed from the App Store?

Good day toasters and toasters!
Today, on my wife's iPad2, I discovered that the Opera browser was gone (the red classic icon from the official company, not Opera Touch)
I began to sin on the children ... I thought that they deleted it. I go to AppStore and can't find it.
Also, a gray stripe appeared from below and the "wallpaper" rose higher. You can insert application icons into the strip ... it seems that there was no such thing before (I use it very rarely, so I'm not sure and, in general, I'm not familiar with Apple technology).
In general, I can’t understand what’s the matter:
1) Has the opera browser really been removed from the AppStore (and, accordingly, from iPad2 automatically)
2) Can you remove the “strip”)? Or at least make it transparent.

Restriction, apparently, on geography.
You can download it from the Brazilian store .
In Russian and US, judging by the topic on the off site , it is impossible, and for some reason - there is no reaction.
