I think you are correct. Only there are some nuances. Firstly, the salary in the USA for programmers is not 10 thousand per month, but much more. This is for juniors such salaries with an experience of 0-1 years or for remote workers. As for the salaries of other professions that are required for the development of the game, I don’t know, but I think it will be at least 10 thousand.
Secondly, one employee can deal with several games at once. Thirdly, there is an engine and some developments within the company.
As for other countries, I think in Europe it's either plus or minus the same, or cheaper by a factor of two. And obviously in some India it will be much cheaper than in the USA.
Who is considered? What kind of games are browser, mobile, cross-platform, single platform, indie games, games with a big marketing company, game engine, average salary for a developer on the engine, does the developer have overtime hours or is development within a deadline?
This question is not rational until you make a selection from the above. And even then, you won't be able to catch even the average floating number - because you don't take into account the year, the economic situation, the exchange rate of your country, the exchange rate of freelancers - and a bunch of other factors.
This question is meaningless, and goes to the rank of "One grandmother said."
