How many RAM can you put in a laptop?

1) The characteristics of the laptop say that max 12 gigabytes (4 soldered on the board) and one free slot. How much is better to bet 4 or 8?
2) what kind of cheap computer can I buy to learn how to work with linux on it?

8 same.
Any computer, but not a laptop. On laptops, there is absolutely no life in Linux. Put it better in a virtual machine, it's much more convenient and easier.
