How long to wait for a response after sending a resume to hh.ru?

Posted a job posting a week ago. Everything is in the status "The response has been viewed. No response yet.". Do I understand correctly that this is the same as a negative answer, and HRs simply put resumes on the back burner?
Do companies generally use the "refuse" button or simply remove the vacancy over time?

Don't rely too much on these.
Usually, if the resume is of interest, they call immediately.

They use the button, remove it over time, look again after 1-2-3 weeks. All options.
