How is windows server 2019 licensed in a virtualization environment?
There is a VMWare virtualization environment, most of which run virtual machines with various Linux distributions. There was a need to start a domain controller in the form of a virtual machine with win server 2019, in fact a simple machine with 1 CPU.
Managers of reseller companies are trying to convince me that core licenses apply to the physical resources of hosts, which does not fit in my head, virtualization hardware resources are a completely different level of abstraction.

Well, starting from 2016, server OSes are licensed by cores (physical)

However, the situation with Hyper-V is completely transparent, with VMware it is not so. They support their product well and third-party survive, I can’t give a direct answer, but MS seeks to limit third-party developers.
If I were you, I would take physical cores into account when buying a license.
