Excel files won't open, what should I do?

The problem is as follows: libraries and folders are created on the portal. Excel files are in folders. For some users, the files do not open. And most likely due to the fact that the libraries and all folders are named in Russian, and the ball converts Russian characters into only understandable nonsense and the link to the file becomes 500+ characters in size.
This problem occurs only on Excel 2010. And that's not for everyone. At whom that and for 2010 files open. We are talking about opening them in the client application, and not in the Web App. And since someone opens them in 2010, can there be some kind of patch that solves this problem? That is, some of us have it, and some do not? Or is there another solution...?
Googling this miracle has not yet yielded results.

1. Create two new files in Excel, and call them, for example, "1.xls" and "2.xls".
2. Open both created Excel files.
3. In the file "1.xls" on the sheet "Sheet1" select the range of empty cells A1 ... E18. The allocated range must certainly be larger than the size of the lost table. Here we have to strain our memory and remember the approximate dimensions of the area of ​​the sheet that we want to restore.
If you select a smaller area than the information being recovered occupies, then you will have to repeat the entire procedure described, selecting a larger area.
4. Press the "Edit" button in the main menu and select "Copy". The selected empty range is copied to the clipboard.
5. Press the button of the main menu "Window" and go to the file "2.xls" by selecting it on the drop-down tab.
6. Select the upper left cell A1 on the sheet "Sheet1" of the opened file "2.xls".
7. Press the "Edit" main menu button again, select "Paste Special" in the drop-down menu.
8. In the "Paste Special" window of the same name that opens, click the "Insert Link" button.

10. In the appeared window "Change links" press the button "Change".

11. To complete the process, in the drop-down window "Change Source:1.xls" we specify our problematic file "Source.xls" and close the "Change Links" window.

12. After restoring the information, disconnect the link between the "2.xls" file and the "Source.xls" file. To do this, press the main menu button "Edit" and select "Links" in the drop-down menu.
