How is the license for UserGate distributed?

Can anyone help me figure out the license for UserGate, the organization needs to buy a UserGate C100 piece of iron, the manufacturer's website says that "Recommended number of users up to: 100", and below the footnote that "The recommended number of users is determined by the average employee profile. This value can vary greatly depending on the nature of the work performed by the employees of the company, as well as the logging settings of the UserGate server.", but accidentally stumbled on another site that "the basic license for 100 users;"
Now it's not clear if the number of users means 100 licenses or just the load limit.

Recommended number of users up to: 100

The number of users that the piece of iron should normally serve, with the reservations that it all depends on the nature of the users' work, who will load it how. Moreover, if you buy a license for 1000 users, then it will try to service them, but ... there is no guarantee that it will cope.

Now it's not clear if the number of users means 100 licenses or just the load limit.
Certainly means that the license on 100 users.
And the recommended load is no more than 100 users.
