How is CIDR different from an autonomous system? There is an example for distributing ip addresses for a small network according to CIDR. But what is the distinguishing feature of AS and will this table be true for AS?

CIDR is one way to write IP address ranges, nothing more.
Just a way to write that "ip-addresses of accounting computers are in the range 172.16.0.0-172.16.255.255":

In the table you proposed, I did not find AS. Perhaps because this concept does not apply to 172.16.xx.
