How is CIDR different from an autonomous system? There is an example for distributing ip addresses for a small network according to CIDR. But what is the distinguishing feature of AS and will this table be true for AS?

CIDR is one way to write IP address ranges, nothing more.
Just a way to write that "ip-addresses of accounting computers are in the range 172.16.0.0-172.16.255.255":
172.16.0.0/16 departments and, accordingly, the ip-subnets of the enterprise as a whole or, at least, an isolated branch, because:
- there is a separate plan for allocating ip-addresses -
there is a separate network administrator
routing protocols, such as BGP, it is customary for each enterprise to allocate its own identifier - the so-called. ASN, Autonomous System Number.
It must be understood that ASN is a purely BGP term.
If an organization is connected to the Internet through a single interface of a single provider, then it does not need BGP.
Accordingly, it turns out that formally it still has an autonomous system (as a set of ip-networks used in the organization and mechanisms for managing them), it’s just that it has not been assigned an ASN number.
In real life, as a rule, the concept of an autonomous system appears not in the description of the network infrastructure of an organization, but in the rules for exchanging traffic between two different organizations:
- parameters of the physical and ip-junctions of two autonomous systems
- which ip-subnets belonging to each AS should be available to the partner at the junction

An autonomous system is a group of IP networks.
CIDR is a routing method.
Your question is similar to something like this: what is the difference between a tomato and an antenna.

CIDR - The principle of addressing networks without classes (theory).
AS - autonomous system (specific value).
I think that "principle" and "system" are completely different in their semantic meaning.
In the table you proposed, I did not find AS. Perhaps because this concept does not apply to 172.16.xx.
