How important is the completion of a programmer's resume for an employer?

Day and night, out of breath, I mastered the necessary stack of knowledge, every day I feel that it is time to start showing myself in business, namely, to look for a job. I want to try to get a job as a junior. There is an almost empty resume on the headhunter, photos with a moronic smile and other fields about a bird diploma have not yet been filled out. I made 1 response, and I indicated all the information about myself in the cover letter and all that. How do it-employers look at this and how is their offer to my response?
And what is your resume?

Today we were just talking about this with the personnel department (a sales company, not an IT company) and our personnel officer, a woman of 35 years old, with experience as a director of another enterprise, said:
0. Your past jobs are almost in the first place in the context of "why Well, it doesn’t fit him in the right place.”
1. Now no one looks at education and universities, if they are not Western, except for firms, where everything is already bad. everyone knows that our universities teach only to drink. if they require a higher education, then in the company you will only build yourself out of who knows who and at the same time do nothing useful, respectively, do not demand wages and simply exist. you'll be dumb if that's your goal - go ahead. in such firms, the best personnel is a military man. the military (most often warrant officers from warehouses) are perfectly able to make others feel inferior and leave for it, like they are very cool. At the same time, of course, do nothing and strive for success.
2. they look at certificates and courses very much, it is very important to have more of them (I tried to argue that you can bend a bunch of them for yourself - but, you won’t believe it, she seemed to miss the words past her ears - she will stubbornly look at certificates). Everything is like marketing. old clients etc.
3. a resume in which a recruiter needs you, and the same stupid boss who is sure that it is the gods who are building his company, that is, if a god is required according to the job description, then you send a resume of god there and wait. after an invitation to an interview, you begin to ask questions yourself, diagnosing whether they understand what they are asking for at all, and what will really be needed from this tomorrow. You keep the sail on the phrase "well, you yourself say - tomorrow it is not necessary, and when it is necessary - we will master it, it's not a problem, after all." It is very important to keep just such a course, otherwise idiots and idiots will inevitably think that you are the idiot after all.
4. Unfortunately, the world is broken, well, that is, completely. Techies are not respected, businessmen do not know how to do anything, but at the same time they command everything, because they squandered enough suckers for money by selling them their products, which, if you think about it, did not stick to them. At the same time, we, being deer, do not trust each other, and therefore, we are ready to work day and night for money that was not created by us, realizing that everyone appreciates these banknotes. Thus, the power of business is unlimited exactly as long as people are ready to sell themselves for banknotes. This is not going to change, so swimming against the current, as the coaches say ("don't be with the crowd"), is not an option at all if you are not a director. You may be a genius, but money rules everything and you will be judged by the amount of money, not brains.
From this, judging by - deciding on a certain salary - you need to scroll through the worst scenario in your thoughts:
a) no one does anything in the company
b) you do everything
c) at the same time, since you do it, you are the only one who is to blame
d) while you have no money , so the director will not listen to you, but will listen to the one who is higher in position, and you will be "some kind of screaming idiot"
e) when something doesn’t work out for you, you will be to blame, and if everything went well, then this is your boss
Well, that is, you can hope that this will not happen, and that everything will be fine, and therefore $ 300 salary will be enough for you ... but you are mistaken. Even the most kind and smiling boss does the first thing - it DOES NOT LISTEN TO HIS SUBJECTS, because some often whine simply, while others stupidly strive for success and fuck. Therefore, the best thing that will be offered to you:
- write your wishes and problems that you see - on a piece of paper and bring it to us, we will think about it.
You write problems, the sheet will go through the whole company, and you will be a moron because of which everyone had to work, and they sat so well, because the bosses themselves will not do it (they don’t become bosses out of a desire to work), but they delegate and say what they say "So-and-so brought the idea." But no one likes other people's ideas and extra work, so nothing will be done in the end, and you will become a fool. To prevent this from happening - it is important to carry out the whole process at once - that is, without interrupting personal contact with the director - brought a problem, talked for several hours, he tried to jump a couple of times, but you did not jump and you brought the matter to the end. As soon as you leave the office, the director starts playing his game and at the same time you suffer because you do not control the process of how you are being slandered.
Any self-respecting programmer understands how "success" works. Success is a concept that describes a person who has achieved everything and never once crap. Since it is impossible to achieve everything and not crap - the only strategy to achieve this is to do nothing at all yourself, then you will not crap. It is on this that any boss rests, and it is precisely this that subordinates do not understand. If you don't, it's not your fault.
Therefore, look for an office where you are ready to take risks (people know that you can drop a server, but they understand that you will put it back in its place). The more document flow and evidence there, the more the phrases “depremise”, “fine”, “official investigation” sound there, the harder it will be to work, and the less benefit you will bring and the less reason you will have to raise your salary, and the greater the flow of lies must be overcome to be useful. Such companies have drowned in jurisprudence, they still do not understand that there are things that cannot be decided, such as "whether the almighty god can create a stone that he himself will not lift." You just need to get the garbage out of your head and do it by the number of implementations, and not count the amount of shit that you entered through someone else's fault. That is, choose

If you don't have a clear resume, you probably don't know anything. Because can't even describe who and what you are. Therefore, the employer will not want to waste his time on you! You can write to various companies yourself, maybe someone will take you in. Describe what you know:
1) js - beginner, intermediate level? typescript? ES2015?
2) Do you know: jquery, underscore maybe, tried react, angular, nodejs, vue, emberjs, maybe there is something of their own.
3) html - css, maybe bootstrap, faundation maybe some or you have your own development, blank (it's even better, as for me)!?
4) css preprocessors? less, sass? Maybe PostCSS?
5) Adaptive layout?
6)Show your projects on github?
7) Do you know the faucets? gulp, grunt, webpack?
God forbid you get on a salary of 15-20k rubles, with such volumes of knowledge, it will be just mega cool.
For the position of a junior, no one requires colossal knowledge from you. But your horizons are also very important. If you have nothing to offer the employer, then I think you can forget about such a vacancy.

I want to try to get a job as a junior. There is an almost empty resume on the headhunter
At the position of a junior (a developer with a small amount of experience, a little (1-2 years), but not zero), they look at experience.
You need to fill out a resume in order to be interesting for an employer for a junior position.
If there is nothing to fill, then look for vacancies without experience requirements, possibly for a nominal fee.
