What is the essence of the requirement "the ability to read and understand technical literature in English"?

In some vacancies, I see the requirement "the ability to read and understand technical literature in English"?
What exactly is meant by this skill? If I constantly use tools without translating technical documentation into Russian, with the help of a translator, can this be considered a skill? Or does it only work if you are given a book in English and you quickly understand what it is about? How to assess the quality of the ability to read technical literature?
For example, I was given the task of understanding the API of the Google Earth Engine tool. The documentation is not only not in Russian, but also incorrectly compiled. But I still managed to use this tool and get the desired results from it. Can this be considered the ability to read and understand technical literature in English?

If you (on average) are able to figure out some issue that you don’t know or know little, with the help of an English-language manual, then you have this skill

If you do not understand the phrase "be able to read and understand technical literature in English", then perhaps your main problem is not with English, but with the ability to understand.
