How exactly is it right to learn English, if there is a goal - to read any literature in this language?

Learning Java, I need to be able to read without difficulty 1)Java documentation; 2) books in English on Java; 3) stackoverflow and other Internet resources.
After reading other notes, I concluded that the correct method of learning the language would be to read books in English with a dictionary. Is it correct ?
And yet, is it possible to use google translator or just a paper dictionary?
