How exactly is it right to learn English, if there is a goal - to read any literature in this language?

Good day, gentlemen.

Learning Java, I need to be able to read without difficulty 1)Java documentation; 2) books in English on Java; 3) stackoverflow and other Internet resources.

After reading other notes, I concluded that the correct method of learning the language would be to read books in English with a dictionary. Is it correct ?

And yet, is it possible to use google translator or just a paper dictionary?

but I’ll say for myself, learn right away normally, otherwise I went through this stage a very long time ago ... but with conversational it’s an ambush, I have to go through a school course almost like a new one. ..the difference is that only the vocabulary is huge and there are no problems with reading
