How does traffic promotion work?

I asked myself the question of website promotion, but at the moment I don’t understand the scheme offered by specialized studios, namely:
Someone writes from 10 rubles / transition.
In this situation, I can come and say something like "I want 50 thousand unique visitors every month." Given that now attendance is (for example) 2 thousand.
Is it possible to somehow regulate the incoming traffic volume?
I see it this way: since there is little traffic now, it takes time to reach an impressive volume (for example, 3-5 months).
And then what? Well, like me, as a customer, I receive a report that the volume I need has been reached for the current month, and accordingly I decide to stop paying for promotion. After that, logically, traffic will not collapse sharply down, right?
Further. Does the cost of a website promotion company in terms of traffic somehow differ depending on the desired amount of traffic? Or is it just the time it takes?
And the last thing... if I pay for site promotion by traffic, and I see in the price list that the first three months are paid fixed (for example, 30 thousand rubles), and then only for each transition after the fact.
So it turns out that I can get big on the money if there is suddenly a big surge of transitions?

You need to work with the site, increasing the relevance of its pages to specific groups of requests, after which you can count on high positions and traffic. But in a specific wording like yours, it’s more likely in the context that you can, and then, if there is so much traffic in your niche.

I agree with the first responder. Left traffic will only damage your site and you will have to pay this agency for it! We need to work on usability!
