Does Google Adwords interfere with the natural rise of the site to the TOPs of search results?

Hello. Please help me deal with the following questions:
1. Let's assume that in my region there are only a couple of sites in the search results for the query "Dog food". Do I understand correctly that after creating a new site, filling it with the right content on the topic of dog food and doing other seo-optimization, it should still take several months before the site is indexed at all and at least somehow moves forward in the search results?
2. To avoid tedious waiting, there is a desire to use google adwords. Question: will this affect the natural rise of the site to the TOPs? Well, that is, I can expect that with the passage of time, subject to normal seo-optimization, the site will also stand high in the usual issue? Google does not prevent this in order to longer placement in the advertising link?
3. Suppose the main competitor is the site korm777.ru. Can I set up google adwords to show my site when korm777 is requested? it will not contradict any politicians and how normal and real is this?

1) True, but crawling the site by a robot can be accelerated through the webmaster and you don’t have to wait three months, the first results will come in 2 weeks.
2) Contextual advertising, on the contrary, will help with additional traffic to the site.
3) Don't do this, promote your product/company
