How does Rostelecom block websites when channeled through OpenVPN?
The bottom line is, I use an OpenVPN server in the Netherlands, all traffic accordingly goes through it, recently on Rostelecom, even with VPN turned on, it began to issue its own stub "access to the site is denied" on Chrome 49. The
question is, how did he start doing this? After all, the traffic is all closed, dns is used from OpenDNS. So he saves something in the browser, he deleted cookies, how does this happen?
Upd. I forgot to add, this happens if you go to the site, see that it is blocked, turn on vpn, try to go again, but the stub remains. This was not the case before.

Your UPD hints at DNS blocking. The answer from the DNS server is in your OS cache. ipconfig /flushdns
