How does an ISP make computers on the same subnet invisible?

The neighbors had the same provider, the same subnet and the same gateway. I tried to ping, the packets did not reach, how do they do it?

do one or more of the following:
1. use IP Unnumbered in switches.
2. or Super VLAN.
3. disable the processing of broadcast packets.
4. block traffic on the firewall (in the same switches or a dedicated switch / router).

Usually Private VLAN is used for this.

Do they do it? Wangyu is blocking the neighbor's router for all incoming traffic to the WAN interface. Well, or your router is blocking if you ping from a neighbor
