There are such tools, but the psd must be done very well and cleanly. Everything in layers. Otherwise, you risk getting stupidly one image in html at the output

I can say that in at least some serious projects this type of layout is not used. Because you will never (!) get a normal layout even from the best, most correctly made layout. Given that you can learn to typeset better than any automatic typesetter in a week.
