First of all, a fast and beautiful solution for managers working "in the fields" is needed.
Interested in whether a typical php + mySQL bundle (in particular, yii) is suitable for such purposes, or will you have to contact such a monster as JAVA, which was created for corporate solutions?
I ask the question from the point of view that I am familiar with PHP and there is no desire now to waste time on mastering Java.

And I would advise Laravel, especially if you are only superficially familiar with yii
SOAP is good for .NET. In c#, your task is solved, as for me, a little easier. PHP, of course, is suitable in this regard, especially if you know it and .NET is not very good. As for the choice of framework, whether you know Yii or you just chose it at random plays a decisive role here. There is an opinion that the second. Then it doesn't matter what to take, as long as it's newer and not cakephp/codeigniter.

We have been using a similar interaction scheme for 4 years already, we connect third-party services and front-end solutions via SOAP with password access.
Very happy with the choice.
They haven’t decided to use Yii2 yet, firstly, they removed their WSDL implementation, and secondly, it’s too much to rewrite, since the ideology of interaction between logical units hasn’t changed much.
Yii 2.* I didn't feel it, because they left php for ruby / ror, but from experience with Yii 1.* I can say that it is great for the vast majority of tasks. The main thing is to be able to cook it. Very good framework.
