How does a 1&1 registrar determine Fixed IP for their own NS?

I tried to specify my NS at the registrar 1&1. Replies that the IP is not allocated. In the meantime, this is a dedicated server with a vlan network mounted. Virtualization on the KVM server.

And the dns server is specified by ip or by a name like ns.yourdomain.tld
If the second case, then you can’t do without using the registrar’s dns server, since you need to find A/AAAA records for ns.yourdomain.tld somewhere.

I have this for level 3 and beyond. At the second level, the ip of the nameserver and where to watch the records are indicated.
Or have you already done everything?
