Is it possible to change the ip given by Cloudflare?

We connected Cloudflare to the site (changed the DNS of the domain to those that they issued), but after that the ip to which the site now refers is banned by Roskomnadzor, is it possible to somehow change it? Or what are the options?

Write to them in Cloudflare support, explain why.
File a complaint with Roskomnadzor for the technical failure of the blocking.
