Do not look for them in social networks! .For example, on the most famous in Russia - freelance.ru . Look at the reviews, portfolio, contact him. Be sure to draw up a technical specification so that he immediately says the price. the layout itself. Pay for part of the work and wait for the layout.

3. How long has been registered on the site.
4. Well, of course - a portfolio.
Who to choose is a matter of budget only. If you do not save - go to the agency - more often it is less nerves and more returns. But in terms of time it will be much more and much more expensive than with freelancers. If you want to save money, go to freelance, there are many excellent designers, but you need to tune in that you will have to be not only a customer, but also a project manager.

A designer is characterized by a personal portfolio. Like - work. Naturally, I check that these are his own works.
I have no business with agencies and intermediaries, because in the end you will still work with a specific person. And any mediation is a terrible loss of money and time in unnecessary interactions.
It's easy to trust - if it messes up and dynamite, then immediately leave and look for a new one. Until you find someone who works well with you. Do not try to trust a person who does not solve the tasks assigned to him.
