Can this be considered normal but cheap promotion or white hat SEO? In fact, this is an imitation of an ordinary user, I don’t think that this will have a bad effect on the site’s rating.

The problem is that this imitation is sometimes too predictable and is calculated quite accurately by search engines. Often your "tasks" are performed not by the user, but by the bot, you can set a metric for the sake of interest and see through the visor how unnatural and stupid these visits will be. If you find a service that is guaranteed to give you 100% visits by real people who will meaningfully roam your site, perform targeted actions and stay on the pages for a non-fixed time, then use it.
