How do you convert HTML to XSLT?

I'm doing layout on a project. And now we need to implement it in the xslt template engine.
The problem is that this permission has a lot of restrictions: there must be closing tags for images, imputs, links, and a bunch of other things.
What tool do you use to avoid doing this manually?

Isn't it possible to load HTML into DomDocument as html5 and then convert it to xslt?
