How do white addresses work within the provider's network?

Good afternoon!

I get a static public address via dhcp from the provider. Is this address shared between me and other subscribers of the provider? If so, how is it implemented technically?
If not, then it turns out that the provider built a transparent L2 channel to my router and gave me an address from the list of purchased / received by him. When the addresses run out - will the service for buying white ip be unavailable?

No. But if yes, then through NAT.

They have long since ended, but the service is still available.

There is a pool of white addresses, there is dynamic routing, and how this carousel rotates is the provider's internal kitchen. Often everyone has their own.

It's been like that for a few years now.
