How do they make intrusive ads that we don't want to click on?

Hello everyone guys. The question is the following.
You know, there are blogs that you go to and the first click on the site, no matter what place you click on, takes you to the advertised site. Most likely it's just hung a transparent block with position:absolute; with z-index: 9999999. But that's not the point. I'm interested in this:
Is the site admin violating the terms of cooperation with the advertiser, or is there really such a "democratic" and intrusive type of marketing? And if the latter (i.e. not a violation), tell me which ad networks use it. How much cheaper are these clicks? Where to read about it. Just for example, there is a blog, and an extra "penny" would not hurt.

Be careful with such ads. Search engines are indignant and may noticeably omit your site in the search results.
This type of advertising is called clickunder and there are many such offers.

I have seen similar functionality from hosters offering free hosting of a web application and a domain to load. The agreement states that the provider can embed advertising in the issuance of your site. The Moscow metro is also doing this, see vmet.ro.
