as I understand it, these are the settings for smart guides (smart guides, ctrl+U). Why they are called fast in the screenshot is a mystery, for this reason it is better to always use the English interface.
Smart Guides, when enabled, automatically appear at the angles you specify in these settings, helping you align an object relative to another at a certain degree. It's easier to see once. For example, you can quickly move an object on a 45-degree slant from its original position - a guide appears and the object slides along it.
