How do I transfer Chrome data and settings to another system?

Google Chrome

The operating system (windows) fell, reinstalled it, respectively, there was a problem of transferring old data and settings.
Copied data from the old folder

C:\Users\username\AppData\Local\Google\Chrome\User Data

into a new one.
I open Chrome - it answers: "The settings were changed by an external program and reset"
Synchronization was turned off at one time, so I can not restore it using standard methods.
What can be done?

Keeping data in clear text is a security hole. Authorization was invented not only to store data remotely.
