How to set up vertical sync in the browser?

Problem with vertical sync in all browsers. It appeared after I installed a new Nvidia 1060 video card. There was no such problem with the old video card. Firewood is fresh. Windows OS.
The problem is expressed in stripes during fast scrolling of web pages or dynamic scenes in YouTube videos.
I am attaching a screenshot below, a video from YouTube. I tried various settings in the Nvidia panel, but I didn’t get the result (I turned on the vertical sync pulse and triple buffering in the global settings). Turned on hardware acceleration in the browser. Can anyone come across, tell me how else you can try to fix it.
In games, this problem also appeared, but not in all and is solved just by turning on vertical synchronization in the game.

Try
"chrome://flags" on the command line,
then search for
Hardware Rasterization Mac, Windows, Linux, Chrome OS, Android = on
Count MSAA samples for hardware rasterization = 0
Number of bitmap streams = 3
How the monitor is connected, by what cable? For example, this video https://www.youtube.com/watch?v=AY9vvDGfytY periodically breaks on the TV, it is connected as a clone via hdmi 1.2, while everything is perfect on the Philips 272P monitor (1080p, DVI-D). Asus GTX750 video card.
From the Philips manual:
Is it mandatory to use DP cable version 1.2 and not 1.1?
Use a DisplayPort 1.2 cable to improve daisy chaining.
