How do I set up IIS on an Azure VM?

Trying to set up IIS to show a website. IIS is installed on a virtual machine deployed in Azure. Port 80 is open in the Security Group. I can see the IIS stub but when I try to open the site at azure.public.ip.address:82 it doesn't work.
Do I still need a separate rule for port 82?
