Is it possible to "swap" two running sites in IIS? Those. just swap domains (with certificates) without restarting sites.

That's why this is necessary: ​​the first site is the current combat site that users work with. The second site is a "test" site where the new version is posted. After uploading, this new version starts and starts waiting for users. And after that, the developer can manually (or with the help of automation) switch domains between instances, without restarting the web applications themselves. If the new version is problematic, you can switch back.
In general, this is necessary to avoid a delay in launching the site after loading and the possibility of a quick rollback in case of critical problems.
I know that there is such functionality in openwork and it is called "deployment slots".

There is no direct analogue.
I would suggest that you reverse the proxy server like Nginx and switch it to
either the option with a router and port forwarding
. All these options are well automated.
