Why is smtp on win server 2008r2 not sending emails?

There is a screw server, there is an iis, the smtp component is installed on the server. I set everything up according to the instructions . But letters do not leave the server, but are added to the \mailroot\Queue folder. What else needs to be tweaked so that letters are sent outside? The log of "bad" emails is empty. In a normal log:
