What are the causes of the 403 error?

There is a site on IIS 7.0 with the Application Pool. A user has been created, on behalf of which this apppool is launched, the site is also launched on behalf of this user. The rights to the folder with the site are given to the user full. When launched in ie, the site displays an error 403. What could be the reasons?
