How do I register a government organization with Apple?
I want to register a government organization with apple as a developer. They asked for an identity confirmation letter indicating the position and contact information on official letterhead. Everyone did it, they sent it, but they don’t want to accept it, only in response they write such a letter:

This is Celina, from Apple Developer Program Support. Thanks sending us your letter.
Thank you for uploading the requested documentation, however, it is invalid. Your letter has to be written on your official organization letterhead and should include the following information:
1. State that you (-------) have the legal authority to bind your organization to all legal agreements presented on behalf of the Apple developer programs.
2. State that your organization (-------) has the intent to participate in the Apple Developer Programs.
3. Include your enrollment ID -------.
4. Provide your printed name, title, signature, and contact information.

If you are a government organization, then it would be more logical to ask for advice by writing to other government organizations that are already registered with Apple and have applications in the AppStore.
In any case, if I were Apple, I would find a website or other contacts of a government organization, and check whether such and such a dude (your name) really works there, has the appropriate authority, etc. Perhaps there was already such a letter, but to whom it is came? Here he, perhaps, clamped the answer.
