I posted the app on the App Store, but it's not available in my region. Why?

I went to the "About the app" section and clicked on the link "View in the App Store:

A blank page opens. I tried to follow this link through the iPhone. It tells me this:

In the "Pricing" section and availability" all countries are indicated:

15 minutes have passed since the publication. What is the problem (for some reason, the link to my application after apple.com indicates us)?
