How do I implement a VPN?

Hello!
It is necessary to organize a VPN, but there are no instructions on the Internet for my case!
1. Necessary networking (site-to-site + point-to-site + remote access)
2. Encryption
3. Data transmission on the Internet in the form of https and similar encrypted protocols.
4. Absence of a central node.
Here, in more detail - it is necessary that the central vpn server is needed only to connect new clients and distribute routes, and then the clients themselves connect to each other directly.
How to implement this, what protocols to use and what software (maybe equipment) will be required?! Help, please, without ignore!!!

OpenVPN can do it all. It's short. And no one here will paint all the configs for your specific task.
In general, based on the formulation of the question, you are far from solving the problem of such a plan now. Contact the experts who will first put you a plan of action. And you already see if you can implement it yourself or not.

Open VPN. There are guides online on how to set it up.

@Drno

so raise the "ring" or "star" topology with any vpn.
Next - 2 vpn servers, auto-switching in case the main one falls ... something like this
