I have been using PayPal for a long time, but only as a means of paying for purchases on ebay or other online stores.
But I just can’t figure out one question for myself, and somehow I didn’t find anything on this topic on the Internet.

In addition to the card and the money on the card, PayPal also has a wallet balance.
As I understand it, this is a separate concept and a separate amount of money.
In my use case, this amount was always zero.
I have always paid with a card linked to PayPal.
And I always thought that I can't make direct transfers to other PayPal users because my balance is zero.
And that I cannot exchange PayPal for other currencies in exchangers for the same reason.
