Is it possible to check the existence of a customer's email address before making a payment via paypal?

To implement payments through paypal, I use a single payment . But there is a problem here. The user is prompted to enter a login from a paypal account, to which the money will fall, but if such an email does not exist or the user is sealed, then the money goes nowhere, although the transaction status in this case comes "Not claimed".
Tell me, paypal experts, can I check the user's email or do as in the case of payment (Payment API), where I create a transaction, get the URL and send the user there, where he himself enters his data on the paypal site?
