Good evening. There is a law "On military duty", which provides for the registration of citizens subject to conscription and their possible mobilization in the event of an emergency martial law. Therefore, they are not officially hired without a military ID ....

He got a job without a military man, they arranged it officially, all he needed was an assignment, there was no mark on the delay.
But in general, it all depends on the specific company. Somewhere else, at the stage of communication with HR, they will ask if there is a military man, and somewhere without him, you can even pass the Security Service check (I made an offer from one bank like that). In a small company, this is of course easier, because. less bureaucracy.

I have been an IT specialist without a military man for many years.
I did not serve in the Russian Federation. Came for a military man, found out that he had to come to the commission first. Came. Pre was offered to pass the commission on a general basis. Basically, I didn't mind. But when I found out that teenagers running along the corridor in a draft in their underpants, standing in line in the same place, I sent an example to follow. The military commissar or some other clerk went on principle.
Why am I doing all this. It depends not so much on the employer as on the personnel officer. It is legally described in such a way that it is not clear how to be.

There are no grounds not to conclude an agreement with you without a military man. There is no reason not to be allowed to work. Especially if we are not talking about an employment contract, but now a fashionable GPC. The absence of a soldier is by no means a reason for dismissal.
