How can peers find each other?

How it is possible to implement search of users of each other? Namely - where to store data about the name, surname and IP? It only comes to my mind to store in a torrent, so that trackers (which do not require registration of torrents) give out the IP of users distributing torrents with a txt file with a first and last name (in order to then connect with them, get the rest of the data and find out the right person) - but I don't know if this is real.
