Is it normal for Transmission to load one core out of four at 100%?
Here is such a thing. A samba server and a web server are configured on the Radxa Rock single board. Also installed the above torrent client. I started downloading the next movie and for the first time I saw the speed of 7mb.s and the absolute load of the core. The question is the following. Is it normal that the torrent client uses only one processor core, although there are 3 more?
PS The web server and file server did not freeze during the download and worked normally.
At the same time, they used the rest of the processor cores.

And what is Linux? Maybe you have some kind of gentoo and the binary is not compiled with all the use flags, will not use all the capabilities of your processor? In general, the problem may be in /etc/make.conf
And if the distribution kit is different, then maybe the client should be installed\downloaded from the official repository?
You can also try deluge and work with it.
