How can I move programs to /home?

I saw this picture:

[[email protected] ~]$ df -h
Файловая система Размер Использовано Дост Использовано% Cмонтировано в
dev 2,2G 0 2,2G 0% /dev
run 2,2G 1020K 2,2G 1% /run
/dev/sda1 20G 19G 261M 99% /
tmpfs 2,2G 56M 2,2G 3% /dev/shm
tmpfs 2,2G 0 2,2G 0% /sys/fs/cgroup
tmpfs 2,2G 24K 2,2G 1% /tmp
/dev/sda5 200M 66M 135M 33% /boot
/dev/sda4 59G 43G 14G 76% /home
tmpfs 443M 12K 443M 1% /run/user/1000

/dev/sda1 is 99% busy
What should I do? Move everything to /home or resize /dev/sda1? How can it be changed?

You can also clean up the root partition. Surely the logs are all occupied.
