How can I find the error that causes Angular to not start?

Hello.
I wrote applications on Angular, everything worked, threw it on git and went to bed, in the morning I run git bash, it writes

in the browser "Failed to load resource: the server responded with a status of 404 (Not Found) localhost/"
What could be the reason and how to fix it?

Looks like jquery is not loaded.
