The RKN has already done this for you by adding all the nodes to the blacklist. More non-trivial options, thank God, are still working and cannot be overcome with Mikrotik.

Completely - no way. For there are bridges whose addresses are not published on purpose (don't forget that Tor is an American intelligence project, and it was intended to communicate with residents "in the fields", but grew up and went over to the dark side :)).
You can block the list of standard input nodes.
If the office - you can turn on the log and give a cap to everyone who is scorched.

You can block the list of well-known torus IPs at most.
After that, it will not stop working, but it will be noticeably slower

If it is a corporate network, make a white list of addresses to which users should have access and prohibit the rest. I doubt that just taking and blocking the Tor is possible using Mikrotik
