How to protect yourself?
There was an idea to check the email database and the country received by IP from the order with the data that paypal gives. But it doesn't work, because More than half of orders are filtered by this criterion.

I also used Ali Express for a long time, ordered a lot of small things, 20% did not reach. Opened a dispute, did a refund.

Are you sure the item has been received? If you are sure, then you must have evidence, and provide them. And if you are not sure - maybe you should switch to another delivery method?
Fraud bases help, but not always, fraudulent orders will still appear from time to time.

Do you sell goods in Russia? If yes, then there is only one way to guarantee not to lose money - by turning on 3D Secure (in this case, all the risk is transferred to the bank).
