The story is like this. Internet shop. There are scammers from time to time. They pay via PayPal, and after receiving the order, they open a dispute that the order has not been delivered. PayPal makes a refund. No goods, no money. The store is losing money.
We do not fall under the protection of the seller, because. we do not use delivery services such as the Russian Post in which you can show tracking.
How to protect yourself?
There was an idea to check the email database and the country received by IP from the order with the data that paypal gives. But it doesn't work, because More than half of orders are filtered by this criterion.

If you deliver by yourself - upon receipt of the order, give the goods only after signing a document stating that the goods have been delivered and there are no complaints. I just called you paypal and clarified this point - they said yes it will be proof

I also used Ali Express for a long time, ordered a lot of small things, 20% did not reach. Opened a dispute, did a refund.
After some time, Ali banned us, supposedly scammers. But only now the goods did not really reach and did not even think of cheating.

Are you sure the item has been received? If you are sure, then you must have evidence, and provide them. And if you are not sure - maybe you should switch to another delivery method?
Fraud bases help, but not always, fraudulent orders will still appear from time to time.
If not PayPal:
Do you sell goods in Russia? If yes, then there is only one way to guarantee not to lose money - by turning on 3D Secure (in this case, all the risk is transferred to the bank). Outside of Russia, you can also turn it on, but foreigners are not used to this, they really don’t like extra checks, the number of incomplete orders will increase.
