17 years old, citizen of Ukraine, resident of the Russian Federation. Turns 18 in 8 months. Paypal and Payoneer do not allow those under 18. I would like to withdraw money now, how can I do this (preferably without a large commission)? Soon there will be a Sberbank card, with the "Wire Transfer (USD)" method there should not be significant problems (except for a terrible, terrible commission)? Is there any way to use Payoneer? Can I set up a withdrawal to Payoneer or Paypal to a different name (relative, legal representative)?

No, only Wire Transfer. A commission like $30 is quite tolerable. With a withdrawal of $1000, this is only 3%.
Payoneer is linked to your oDesk account, just like PayPal via email.
