How are things going with the development and support of websites of educational institutions?

Questions are addressed primarily to those who ordered, developed or maintained a website for an educational institution (university, school, lyceum) or its division (faculty, department, etc.).
How did you make the site: did you order from a web studio (freelancer), did it on your own, raised it in a few minutes on a yukoz, or something else?
How long did it take to develop the site?
How much did the development cost and how much does support, server rental cost?
Many students and teachers with whom I had a chance to communicate were dissatisfied with the websites of their educational institutions, but how are things in your case?
What about the functionality of such sites? Is the news feed, static (for example, information for applicants), schedule, forum and photos really all that is needed?

I personally did for one lyceum (i.e. I am in the role of a performer).
First, together with the Customer, we described and drew a BP in draw.io.
Then they did a short vote on controversial issues with teachers and students.
Once approved, the job was done.
They included: an electronic diary, SMS alerts, a system for distributing audiences and scheduling (that is, it monitors correctness - automation), presentations and express testing on a projector.
Where are the stones? Basically - an unfinished PSU at the design stage.
This must be foreseen in advance - here block modularity saved me and it was easy to add or change something.
