Who uses, please tell me, in which ATMs of Russian banks you can immediately withdraw a large amount?
And how do the limits work, let's say bank A has a limit on withdrawing dollars from a bank card of a third-party bank - $ 200 - is that per transaction? in an hour? per day or per month?

In short: it is better to withdraw $ at CitiBank and Unicredit, they have a withdrawal limit of $400 at a time. I tried to summarize and systematize it a bit here -
Rubles in these banks can be withdrawn up to 8,000 at a time, which is not very profitable, since there are banks that issue 20,000 at a time. Most users are inclined towards the "withdraw $ and exchange for rubles" scheme, which results in less commission.
Payoneer has a $2500 per day limit. Most banks (I know for sure for Unicredit and Citibank) have a daily limit of more than $2500, but a $400 limit per transaction. So you can withdraw all 2500$ in one go, just withdraw them in several transactions. But payoneer charges a fee for every transaction.
